A Marriage License may be issued to couples who are both Filipino nationals wishing to get married at the Philippine Embassy in Ankara in accordance with the Family Code of the Philippines.

Both parties must submit the requirements relevant for their particular circumstances and pay applicable fees. Original documents are required to be presented at the Embassy for marriage license application. The same will be returned after examination and evaluation by the consular staff in-charge.

Pursuant to Article 17 of Executive Order No. 209, a notice on the impending marriage of the contracting parties shall be publicly posted for ten consecutive days. The marriage license shall thereafter be issued after the completion of the requisite period of publication. 

MARRIAGE LICENSE REQUIREMENTS FOR A FILIPINO WHO HAS NEVER CONTRACTED MARRIAGE

1.) Duly accomplished application form for marriage license
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Apostilled PSA-issued Birth Certificate – Original and one (1) photocopy
4.) Apostilled PSA-issued Certificate of No Marriage (CENOMAR) – Original and one (1) photocopy
5.) Two (2) Passport-sized photos

Additional requirements for Single Filipinos between 18-25 years old:

  • Affidavit of Parental Consent/Advice
    For 18-20 years old – Affidavit of Parental Consent
    For 21-25 years old – Affidavit of Parental Advice

Notes:

If the parents are in the Philippines, the Affidavit of Consent/Advice executed in the Philippines must be notarized by a Filipino notary public, then authenticated by the DFA.
If the parents are in Turkey, they can execute the Affidavit of Consent/Advice at the Philippine Embassy.
If a parent is deceased, please submit corresponding authentic proof of death. 

  • Marriage Counseling Certificate issued by a minister, counselor or any qualified authority. 

MARRIAGE LICENSE REQUIREMENTS FOR A DIVORCED FILIPINO

IMPORTANT: Only Filipinos whose divorce is already recognized by a Philippine Court may apply for Marriage License.

1.) Duly accomplished application form
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Apostilled PSA-issued Advisory on Marriages – Original and one (1) photocopy
4.) Apostilled PSA-issued Marriage Contract or Report of Marriage to previous spouse with annotation on divorce – Original and one (1) photocopy
5.) DFA-authenticated Judicial Recognition of Foreign Divorce issued by a Philippine Court with Certificate of Finality – Original and one (1) photocopy
6.) Two (2) Passport-sized photos

 

MARRIAGE LICENSE REQUIREMENTS FOR A FILIPINO WHOSE MARRIAGE WAS ANNULLED IN THE PHILIPPINES

1.) Duly accomplished application form
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Apostilled PSA-issued Advisory on Marriages – Original and one (1) photocopy
4.) Apostilled PSA-issued Marriage Contract or Report of Marriage with annotation – Original and one (1) photocopy
5.) DFA-authenticated Judicial Decree of Annulment issued by a Philippine Court with Certificate of Finality – Original and one (1) photocopy
6.) Two (2) Passport-sized photos

 

MARRIAGE LICENSE REQUIREMENTS FOR A WIDOW/WIDOWER

1.) Duly accomplished application form
2.) Valid proof of identification or PHL passport and one (1) photocopy
3.) Apostilled PSA-issued Advisory on Marriages – Original and one (1) photocopy
4.) Apostilled PSA-issued Marriage Contract or Report of Marriage to deceased spouse
5.) Two (2) Passport-sized photos
6.) Authentic Death Certificate of Deceased Spouse

  • DFA-authenticated PSA-issued Death Certificate if former spouse is Filipino
  • Death Certificate of foreign spouse verified/certified by Ministry of Foreign Affairs/Embassy/Consulate of foreign spouse
