The Philippine Embassy has been receiving complaints from Filipino citizens under its jurisdiction about passports being withheld from them by their employers.Under Philippine Law, a Philippine passport remains at all times the property of the Government of the Republic of the Philippines. It should not be withheld by any person or entity other than the holder or the Philippine Government’s representative.

Philippine passports in the possession of individuals other than the person indicated in the passport must be immediately returned to the person or surrendered to the Philippine Embassy in Ankara.
